AGRICULTURAL STATISTICS

(a)     Establishment of an Agency for Reporting Agricultural Statistics (EARAS).

·       The scheme EARAS is executed by the Directorate of Economics and Statistics w.e.f. the agricultural year 1976-77.

·       The Scheme  EARAS is a Central Plan scheme .

·       The main objective of the scheme is to collect agricultural data through sample surveys for each crop season of an agricultural year & to formulate estimates of area, yield rate & Production of Paddy at block level & that of 13 important minor crop at district level.

·       The estimates in respect of 14 crops namely Paddy, Wheet, Maize, Ragi, Mung, Biri, Kulthi, Til, Groundnut, Mustard, Niger, Jute, Potato and Sugarcane formulated under the scheme have been accepted as official estimates by State Govt. as well as Govt. of India.

·       The crop wise area, yield-rate and  production of above  14 crops from 1976-77 to 2006-07 can  be seen in  Table AS-1.01 to AS-1.14

(b)     Improvement of Crop Statistics (I.C.S)

·       The scheme entitled improvement of crop statistics (ICS) has been in operation in the state from the Agricultural year 1974-75.

·       This scheme aims at locating the deficiencies in the state system for collection of crop statistics on area and yield through joint efforts of central and state authorities and suggesting remedial measures.

·       220 villages of the state are selected on matching basis for sample check on area enumeration. Out of 220 villages, 40%, 30% and 30% villages are selected for sample check on area aggregation for Autumn, Winter and  Summer season respectively. Further 630 Paddy, 40 Maize,40 Blackgram,40 Potato,40 Horsegram,40 Green gram crop cutting experiments are selected for both central and state sample on matching basis for sample check on crop cutting experiments in each Agricultural year .

(c)  Fruits and Vegetables Survey.

·       This is a centrally sponsored plan scheme named as "Crop Estimation Survey on Fruits, Vegetables and other minor crops (CES-F&V)".

·       The scheme is being implemented in Orissa in two phases i.e. Area Enumeration Survey and Yield Estimation Survey to built up reliable estimates on Area, Yield rate & Production of selected Fruits (Banana & Mango) and Vegetables (Cauliflower, Cabbage, Onion, Tomato & Turmeric).

·       The area enumeration survey is undertaken in each year in EARAS sample villages by the Field Surveyors in all 30 districts of the state. Yield Estimation Survey is conducted in only 15 no. of selected districts in every year on rotation basis by the Primary Investigators.

·       The area, yield-rate and production of selected fruits and vegetable crops for the years from 1984-85 to 2007-08 is given in the Table AS-2.

    (d)  Rationalization of Minor Irrigation Statistics.

·       The Scheme Rationalization of Minor Irrigation Statistics is a Centrally sponsored Scheme which aims to feed the Ministry of Water Resources, Govt. of India about number of different Minor Irrigation Projects completed, season wise Irrigation Potential created and utilized on Quarterly and Annual basis.

·       Minor irrigation census is conducted on quinquinial basis. So far three MI Census have been conducted. The fourth MI Census 2007-08 with reference year 2006-07 is now in progress.

(e)  Agriculture Labour Wages. 

·       Agricultural Labour Wages and cost of certain items based on farm cultivation are being collected regularly from 89 centers of the State.

STATE ACCOUNTS DIVISION (SAD)

    (A) STATE INCOME : 

 

            The main objective is (i) to prepare Revised /Provisional /Quick and advance estimates of Gross State Domestic Product (GSDP) Net State Domestic  Product (NSDP)   and per capita N.S.D.P. both at current and constant prices, every year to meet the need of Govt. & planners and

            (ii) to prepare the comparable estimates at current prices to meet the requirement of Planning Commission / Finance Commission.

    ( B ) DISTRICT INCOME:

 

                The main objective  is to prepare the estimates of District Domestic Product every year to meet the need of Govt. & planners.

       ( C ) PUBLIC FINANCE :

 

                The main objective is :

 

                (i)     To make a comprehensive study and scientific analysis of State Government Budget.

 

                (ii)     To prepare the report " An Economic-cum-purpose classification of Orissa Govt. Budget" .

 

                (iii)     To analyze and prepare the report on "Economic-cum-purpose classification of the

                          Budget of Urban Local Bodies".

N.S.S. (NATIONAL SAMPLE SURVEY)

·       Directorate of Economics and Statistics has been associated with National Sample Survey on  matching sample basis since 1958-59 for conducting survey on Socio Economic studies  of National Importance. At the present 65th round NSS field work is in progress. The survey covers the following aspects :

 

    i)      Housing Condition

    ii)     Domestic Tourism.

    iii)    Participation of Slum.

PRICE

·         The price division collects  Farm Harvest Price, Producers Price, whole-sale and retail Prices from Urban & Rural areas of the State for official use in different sections.

·         Quarterly bulletin on Price Statistics in each Quarter up to quarter ending June'2008 has been published.

·         Monthly Consumer Price Index ( Rural ) with base year 2006-07 has been prepared from July 2007 onwords up to June 2008.

GROWTH OF EMPLOYMENT STUDIES

·         The basic objective of “Growth of Employment Studies” is to find out the Investment – Employment norms in order to achive full employment in the State. During Plan periods various developmental programmes are being Implemented in different sectors to bring about tangible results in the State. 

·         Study on fixation of Investment, Employment norms on different anti poverty schemes are in progress.

·         Directorate of Economics and Statistics publishes various publications as per the list given below:

·         District at a Glance, 2007, Statistical Abstract of Orissa, 2005 and States Economy in figures 2006 have been published During 2006-07, District at a Glance 2007, District Statistical Hand Book 2005, (30 districts), State’s Economy in figures 2006 and Statistical outline of Orissa 2007 are some of the latest publications.

ANNUAL SURVEY OF INDUSTRY (A.S.I)

·         The Annual Survey of Industries is being conducted annually in Orissa in collaboration with the C.S.O.(IS Wing) Govt. of India, since 1960 under Statutory provision of collection of Statistics Act, 1953 and rules framed there.

·         The survey covers all the factories registered under 2m (i) and 2m (ii) of the factories Act, 1948, with the objective to collect Industrial Statistics on different parameters to assess the contribution of Registered Manufacturing sector to the State’s Economy in shape of value added and to study the trend of Growth in different Industries for formulation of Industrial Policies.

·         Combined Report of ASI for 1990-00 and 2000-01 has been published.

REGIONAL INSTITUTE OF PLANNING APPLIED ECONOMICS & STATISTICS (RIPAE&S)

          The Regional Institute of Planning, Applied Economics and Statistics was set up by Govt. of Orissa, under the Administrative Control of Director, Economics and Statistics, Orissa, Bhubaneswar with a view to impart In-service training facilities to the Statistical personnel of various cadres working in different Departments, Heads  of Deptts., Sub-ordinate Offices and Public Sector undertakings.

            During 2007-08, one batch of Higher Statistical Training Course, one batch of Basic Statistical Training Course and two Departmental Examinations of O.S.& E.S. Group “B” Officers have been conducted in RIPAE&S . During 2007-08 about 160 officers and staff of DES Hqr. and its subordinate offices have been given advance training on use of computer for data analysis sponsered by P & C Department, Govt. of Orissa.
