VISION - 2020
Information is knowledge and
knowledge is power. To strengthen the information system the following
proposals have been taken up by DES, Orissa in a phased manner from 2007
onwards.
1.
To improve data quality by
plugging the data gaps through a concerted effort.
2.
To improve the accuracy of
source/field data, use of computers for data compilation, processing and
report generation will be made at field level.
3.
To reduce the time lag, the
system of on-line data transmission will be initiated through the use of own
satellite transmission.
4.
To strengthen supervision of
data collection at field level, specific mechanism for scrutiny and validation
of each item of data will be instituted.
5.
To improve the managerial skill
of data collection mechanism for the DSOs and supervisory staff, specific
training programme will be organized through RIPAES at regular intervals.
6.
For qualitative management of
data generated by different departments, the technical aspects of DSOs and
line departments of the State will be redesigned with appropriate policy,
procedure and guidelines.
7.
To meet the needs of policy
makers for local level planning and local governance, a suitable frame work for
generating village, block and district level statistics with a time bound
action plan will be initiated.
8.
A common cadre for all
statistical officials of the state needs to be created/recognised for transmission of
suitable technical guidance from DES, Orissa.
9.
In addition to the existing
statistical activities carried out by the DES, Orissa, there is a proposal to
enhance the field of activities in the following items during the period.
(a)
Compilation of data on major
fiscal variables.
(b)
Compilation of Index of Industrial Production.(IIP).
(c)
Compilation of whole Sale Price
Index (WPI).
(d)
Compilation of Consumer Price
Index (CPI).
(e) Collection and compilation of health, morbidity,
mortality and family welfare statistics.
(f)
Collection and compilation of
education and literacy statistics.
(g)
Collection and compilation of
Housing statistics.
(h)
Compilation of electricity
production and distribution statistics.
(i)
Compilation of disaster
management environment and forest statistics.
(j)
Compilation of transport
statistics.
10.
A suitable system will be
developed for pooling of State and central sector NSS data for lower level estimation.
11.
Use of small area technique
will be initiated to bring down the estimates to micro level as and when
required.
12.
Electronic mode of data
dissemination using GIS package will be introduced.
13.
To strengthen IT infrastructure
Hardware and Software at the district level, a phasing programme will be taken
up.
14.
RIPAES will be strengthened to
meet the capacity building programmes of all statistical personnel of the
state.
